Chop the peppers and chilli very well. Stir the meat with pepper, chilli, ginger and crushed garlic. Add vinegar, soy sauce, sugar, salt and pepper.
Heat the oil on a pan with good heat. Form the dad for 8 fry plates, placed on the hot pan. Brown them approx. 1 minute on each side. Turn down to medium heat and step them further approx. 3 minutes on each side.
